The WHO Foundation (WHOF), launched in May 2020 and headquartered in Geneva, was created as an independent Swiss foundation affiliated with but independent of WHO. Its mission is to mobilize greater private capital and partnership to advance the mission of the World Health Organization (WHO), enabling catalytic impact on the people whose lives rely on WHO’s work and facilitating innovation to maximize the impact of the resources we invest.
WHO plays a singular role in leading the global health ecosystem, acting as a first-responder to health crises — including the current conflict in Ukraine and on behalf of the 15+ million people in urgent need of aid in Horn of Africa; producing technical guidelines and tools to prevent and treat disease; and acting as a country-level convener with an unparalleled level of trust. The crises of the 21st century, including COVID-19, have made clear both the inequity of access to effective and affordable healthcare and the indispensable role of WHO. Yet WHO lacks sufficient resources to fulfill its mandate. And, beyond funding, its vision cannot be achieved by the public sector alone.
WHOF was therefore created as an independent Swiss foundation affiliated with but independent of WHO to marshal new resources from philanthropists, foundations, businesses, and individuals to support its mission: promote health, keep the world safe, and serve the vulnerable, while protecting the neutrality and independence of WHO as the world’s leading health authority. PURPOSE
The Director, People & Culture ensures the overall provision of a high-level standard of People & Culture initiatives and services, notably by defining, implementing and overseeing the whole People & Culture strategy for WHOF, in close collaboration with the COO and the leadership team, and promoting a work culture based on the core values of the organization.
REPORTS TO
The Director, People & Culture will directly report to the COO of WHOF.
ACCOUNTABILITIES & FUNCTIONAL RESPONSIBILITIES
Develop and implement a People & Culture strategy and roadmap for WHOF, to support the organization’s strategic objectives and work culture
Develop and implement, in collaboration with the relevant stakeholders, a Diversity, Equity and Inclusion culture and framework for WHOF, to reflect its values and its ambition to be a truly diverse and global organization
Support and enable the Executive Team in a fast-paced scale up and growth process, to design an exceptional Employee Experience
Propose, develop and implement high-level projects, policies and initiatives across all fields of Talent Management (i.e. Performance Management, Compensation & Benefits, Succession Planning, Learning & Development)
Supervise, provide guidance and support to the People & Culture team and across all the foundation
Support Talent Acquisition related projects and initiatives
Provide support and guidance to the Executive Team and the Management Team, build capacity on all people related topics (i.e. Performance Management, Compensation & Benefits, Succession Planning, Learning & Development) and track innovation in the People & Culture field, including agile management approaches
Develop and monitor key People & Culture metrics aligned with the strategic vision of the foundation
Maintain and report on workplace health and safety compliance
Conduct and review exit interviews for all employees/consultants leaving the organization
Deal with workplace or employee issues and conflicts and assist in resolution
Act as an internal change agent and ensure activities are supportive of the desired culture
Requirements
PROFILE
- A degree in Human Resources Management, Business Administration, Organizational development or any equivalent qualification (work experience, certificates, etc.).
- Have at least 10 years’ relevant experience in a management position leading People & Culture strategy, people development, and labor relations.
- Several years of international experience and global exposure , significant working or lived experience outside of Europe and North America (Latin America, Africa, the Middle East or Asia).
- Fluency in English (excellent verbal and writing skills) is essential, French is a plus.
- Strong knowledge and expertise in modern and agile approaches of Talent Management and organizational development.
- Must have demonstrable expertise in Diversity, Equity and Inclusion policy formulation and implementation of related initiatives.
- Excellent combination of being strategic as well as hands-on as and when required.
- Strong people and interpersonal skills, able to interact with and influence senior management.
- Outstanding customer service skills and strong team player with the ability to build and maintain strong relationships.
- Flexible and adaptable.
- Excellent judgment, tact, and diplomacy.
- Comfort with and/or experience of operating in a lean, fast-paced, scale-up environment.

PURPOSE
The People & Culture Operations Manager plays a key role in developing, implementing and continuously improving the People & Culture framework and managing the day-to-day People & Culture operations. He/she contributes to the effective delivery of People & Culture strategies and priorities, in line with our work culture, values and fosters our ambition to be a truly diverse and global organization.
REPORTS TO
The People & Culture Operations Manager will report to the Director, People & Culture of the WHO Foundation.
ACCOUNTABILITIES & FUNCTIONAL RESPONSIBILITIES
PEOPLE & CULTURE OPERATIONS:
Manage all People & Culture operational activities, including all steps of the employee life cycle from the onboarding stage
Facilitate smooth new hire onboarding process, coordinating with cross-functional departments to deliver an exceptional employee experience
Conduct trial period review meetings
Manage the staff expense budget, in collaboration with the Director, People & Culture and the Finance team
Provide monthly data for external payroll provider
Manage all employee benefits (insurance covers, flexible benefits package, relocation package, etc.) and relationships with external providers (e.g. insurance broker, relocation agency, tax advisors, etc.)
Ensure the preparation and timely delivery of internal announcements (e.g. new joiners, organizational changes)
Recommend new approaches, policies, and procedures to promote best practices and continuous improvement of the People & Culture services
Create and monitor KPIs for own area of responsibility
TALENT MANAGEMENT:
Contribute to the development and implementation of high-level projects, policies and initiatives across all fields of Talent Management (i.e. Performance Management, Compensation & Benefits, Succession Planning, Learning & Development), in collaboration with the Director, People & Culture
Partner with Talent Acquisition and hiring managers to ensure we attract and hire candidates whose talent, competencies and experience support the WHO Foundation values and business needs
SUPPORT TO MANAGERS & EMPLOYEES:
Provide advice and support to line managers on People & Culture related matters
Provide a confidential, timely and efficient service to all employees
Requirements
PROFILE
A first experience of minimum 5 years as a HR Operations Manager, in an international and truly diverse environment
Federal degree in Human resources or equivalent working experience
A solid knowledge of Swiss labor law and the Swiss social security system
An understanding of the employee lifecycle and modern and agile HR best practices
You are a self-starter, quick learner, and fantastic team player, curious, creative and like to share ideas, and have a continuous improvement mindset
Strong professional ethics, sense of confidentiality and tactful communication, with an ability to quickly establish trustful relationships at all levels of the organization
Proactive and autonomous, with an ability to prioritize and work in a fast-paced environment
Fluent English and French, any other language is an asset
