Head of Philanthropy – USA, West Coast
(100% - permanent based in Geneva with some remote working possibilities)
ABOUT US
The WHO Foundation (WHOF), launched in May 2020 and headquartered in Geneva, was created as an independent Swiss foundation affiliated with but independent of WHO. Its mission is to mobilize greater private capital and partnership to advance the mission of the World Health Organization (WHO), enabling catalytic impact on the people whose lives rely on WHO’s work and facilitating innovation to maximize the impact of the resources we invest.
WHO plays a singular role in leading the global health ecosystem, acting as a first-responder to health crises — including the current conflict in Ukraine and on behalf of the 15+ million people in urgent need of aid in Horn of Africa; producing technical guidelines and tools to prevent and treat disease; and acting as a country-level convener with an unparalleled level of trust. The crises of the 21st century, including COVID-19, have made clear both the inequity of access to effective and affordable healthcare and the indispensable role of WHO. Yet WHO lacks sufficient resources to fulfill its mandate. And, beyond funding, its vision cannot be achieved by the public sector alone.
WHOF was therefore created as an independent Swiss foundation affiliated with but independent of WHO to marshal new resources from philanthropists, foundations, businesses, and individuals to support its mission: promote health, keep the world safe, and serve the vulnerable, while protecting the neutrality and independence of WHO as the world’s leading health authority. WHOF is a nexus for unique opportunities in global health, facilitating game-changing opportunities between the private sector and WHO. Our focus is on mobilizing grant income, shared value partnerships, and investment to power WHO’s work.

PURPOSE
The WHO Foundation supports the WHO Emergency Programme (WHE) by fundraising for preparedness and response programs implemented by WHO for acute and chronic health emergencies and by convening partners interested to support the mission of WHO in emergency contexts.
Working in close coordination with WHE, over the past two years the WHO Foundation has raised awareness and resources for (i) the COVID-19 response through the COVID-19 Solidarity Response Fund; (ii) COVID-19 vaccine procurement for low and middle income countries through the Go Give One campaign; (iii) the health emergency response during the conflict in Ukraine; the droughts in the Horn of Africa and Sahel; and the earthquakes in Turkiye and Syria. The WHO Foundation runs campaigns to mobilize support from the general public, the private sector and philanthropies.
In September 2022, the WHO Foundation launched the Health Emergency Alliance (HEA), a novel membership community aimed to bring together businesses and philanthropists to lead the way to a healthier and more equitable future. By committing to support the program for a three-year period, partners can play a key role in providing predictable and reliable funding for unpredictable health emergencies supporting WHO’s Health Emergency Appeal. By the end of 2022, four members joined the HEA with ten more expected to join during 2023.
While the focus of WHO Foundation work has to date primarily been on WHO response to health emergencies, in 2023 the Foundation aims to identify transformative WHO programs in the areas of preparedness and readiness. Identifying one or more critical programs in close collaboration with the WHE Team is a key priority to mobilize funding from businesses and philanthropists willing to contribute to global health security.
In early 2023 the WHO Foundation established an Emergency Task Force bringing together staff from the Development and the Strategy and Impact Teams. The aim of the task force is to streamline collaboration with WHE, to effectively and efficiently identify and support priority WHE programs, to coordinate resource mobilization and to ensure optimal internal collaboration with other WHO Foundation departments, particularly with Operations and Communications. Three workstreams have been identified as priority for 2023 with two workstreams (campaigns, EHA) managed by two Task Force members from the Development Team and one (pandemic preparedness/readiness) to be directly managed by the PMO.
The Portfolio Manager Emergencies will ensure the well functioning of the Task Force, coordinating the internal work on health emergencies and liaising with WHE as required.
REPORTS TO
The Portfolio Manager Emergencies will be functionally reporting to the Lead of the Emergency Task Force and technically reporting to the Chief Strategy and Impact Officer.
ACCOUNTABILITIES & FUNCTIONAL RESPONSIBILITIES
Project manage the entire WHO Foundation portfolio on emergencies which entails understanding WHO priorities and role in any given emergency, being the primary point-of-contact to WHE counterparts to understand these priorities, and helping the Development team articulate WHO’s role to a donor audience.
In close collaboration with the Emergency Task Force members, develop, and oversee the planning and execution of a project plan for the portfolio on emergencies, as well as specific work plans and budget for each workstream.
Lead on the development and execution of the preparedness and readiness workplan and budget.
In collaboration with the Development department, develop and execute a comprehensive reporting cadence and system to donors in partnership with WHE.
Lead the organization, facilitation and follow up of internal WHO Foundation Emergency Task Force Meetings, ensuring prompt engagement of other colleagues within the organization, as required.
Lead regular meetings between WHO and WHE counterparts and execute the preparation, facilitation and follow-up.
Lead consultations and engagement with key stakeholder groups to inform the development and implementation of the project.
